The difference between a citizen and the security forces, and citizens should support their compatriots and not ally with oppressive regimes against their own. Why would an adult watch silently while his father abuses and beats up his mother? Is it because he too young to act and didn't know right from wrong, is it weakness, is it sadistic to silently watch your mother being abused? Can we compare that to a regime that oppresses and abuses the supposedly free citizens?
