**DISCLAIMER** The following steps are what I did to write an image to a USB portable hard drive, I'm using Virtualman latest v1.5U-4.6.1 Retro-Bliss-Core (NOROMS). This is using official stable rpi-eeprom baked in to the image so it supports booting to HDD without a micro SD card. If you wreck, damage, brick your Pi or any other number of things, I'm not held responsible. Make sure to select the correct drive letter when formatting and writing images. DO THIS AT YOUR OWN RISK!
