In Potassium Permanganate, Manganese is in oxidation state +7. This gives a purple salt. In alkaline conditions, and in the presence of a sugar, Manganese is slowly reduced to its +6 and +4 oxidation state. (+6 being green, and +4 being yellow) The reduction from +7 to +6 is faster than the reduction from +6 to +4. It therefore takes longer time for the solution to become yellow, than to become green.
