We follow each individual character organizing things from racketeering, prostitution, loan sharking, drug smuggling, and gang war. Every two years the group, democratically, vote for a new "Dragon Head" or "Chairman" to run and sustain the gang, but in the mist of the election the two candidates running for chairman in the election wishes to take the role as new chairman by force and bribery to influence the "Wise men", "Dai Lo's", and Red Poles (rank). The event shook the Wo Shing Wo within. Now, with the gang about to split into two, on who is siding who, this almost led them into another "civil war" within the society.
