據深圳衛健委消息，12月1日，深圳新增一例新冠肺炎輸入病例，為一名香港籍的深港跨境貨車司機。詳情如下： 陳某，男，60歲，香港籍，長居香港，職業為跨境貨車司機，每天往返於深港兩地。 該男子於2020年11月29日出現輕微咳嗽，自行服藥後感覺症狀有所好轉，但未就醫。11月30日上午10時，從香港入境深圳文錦渡口岸時接受例行核酸檢測，初篩結果為陽性。 12月1日凌晨1時，深圳市疾控中心完成復核，結果亦為陽性。患者隨即被轉至深圳市第三人民醫院後備院區進行隔離治療，經專家組診斷，為新冠肺炎確診病例（普通型）。 此前他曾於11月20日、22日、24日、26日和28日在文錦渡口岸進行例行新冠核酸檢測，結果均為陰性。 經初步流行病學調查，該男子在深的活動軌跡如下： 11月30日10時，駕駛貨車從文錦渡口岸入境深圳，於11時17分在羅湖區龍園苑小區門前停車，與一名男子交接食物； 12時左右，駕車到達龍崗區平湖街道白泥坑社區（海吉星農批市場附近），在白銀路40-42號茶記茶餐廳吃飯； 14時，到達平湖街道白泥坑社區寶利路1-18號亮發農產品檔口裝運水果（距離海吉星農批市場1.3公里，源興農場附近）； 18時10分左右，駕車離開平湖前往文錦渡口岸。 疾控部門聯合公安部門初步排查後，共確認密切接觸者11名、密切接觸者的密切接觸者41名，上述52名重點人員已全部被集中隔離，其核酸檢測結果均為陰性。 12月1日，深圳市龍崗區新冠肺炎疫情防控指揮部發出通報： 請11月25日至30日期間到過龍崗上述區域的市民，主動向所在社區報備，接受核酸檢測。聯繫電話：13923769673。 自12月1日起，所有進入海吉星農批市場的人員均須嚴格按照要求佩戴口罩、測量體溫；所有相關從業人員須接受核酸檢測。 市民如出現發燒、咳嗽、腹瀉、乏力等症狀，請在做好個人防護後，及時前往就近醫院的發熱門診就醫，並盡量避免乘坐公共交通工具。 中華人民共和國香港特別行政區政府因應香港(中國)市武漢肺炎疫情最近發展，中華人民共和國香港特別行政區與新加坡國兩地政府決定，將「航空旅遊氣泡」啟動日期延至2020之後，並會在12月底檢視2021年的安排。 中華人民共和國香港特別行政區政府發言人表示，兩地政府於11月21日作出「航空旅遊氣泡」的延期公布後，一直密切留意雙方疫情的發展。鑑於香港(中國)市的疫情嚴峻，本地源頭不明個案迅速增加，兩地政府於是決定再次延遲「航空旅遊氣泡」的啟動日期。 中華人民共和國香港特別行政區政府發言人說，香港(中國)市的旅客如已預訂2020年12月份的專屬航班，可聯絡相關航空公司，並按個人情況調整行程。 如果在你周邊的國家裏有大量的病毒在流傳，你就無法回到正常的貿易、旅行或者人口流動狀態。 有這樣一種思維真的很重要：除非全球所有人都安全，否則我們也不安全。強而有力的醫療系統，意味著醫療人員有合適的技術為目標人群接種疫苗。任何的疫苗都很可能供不應求，所以需要作出選擇——誰需要這個疫苗？哪些是最高危的群組？還有誰是最優先？ (工業貿易署)《若干到港人士強制檢疫規例》(第599C章) - 獲豁免人士的附加條件 政府11月11日公布，「回港易 - 在《若干到港人士強制檢疫規例》（第599C章）下香港居民從廣東省或澳門回港豁免檢疫計劃」將於11月23日（星期一）起實施 2. 為配合回港易計劃，並進一步減低病毒跨境傳播的風險，由11月23日（星期一）起，現時已獲政務司司長根據《若干到港人士強制檢疫規例》（第599C章）第(4)(1)條下豁免返港後接受強制檢疫的指定人士(豁免人士)，從陸路口岸抵港時需要持有有效的2019冠狀病毒病核酸陰性檢測結果，而該檢測樣本須在入境香港當天或當天之前三天內，取自相關到港人士，方可在入境香港時獲豁免接受強制檢疫。 3. 豁免人士可到認可的香港化驗所進行核酸檢測。如果豁免人士在檢測結果有效期內從陸路口岸抵港，無須再作核酸檢測。 4. 如果豁免人士在檢測結果有效期過後才返回香港，他們必須在從陸路口岸入境香港時持有在廣東省內任何一間獲粵港兩地認可的醫療機構的2019冠狀病毒病核酸陰性檢測結果，而該檢測樣本須在入境香港當天或當天之前三天內，取自相關到港人士的，才可獲豁免強制檢疫，否則相關到港人士於抵港後須接受14天強制檢疫。為加快通關流程，建議豁免人士在廣東省當地出發回港前24小時內（建議在離開於廣東省的住所前）透過「粵康碼」將有效核酸檢測陰性結果傳送到衞生署的電子健康申報系統，並填妥其他所需資料，以縮短入境所需時間。 5. 豁免人士如對從陸路口岸抵港的檢測安排有任何問題，請致電2398 5553與我們聯繫。 工業貿易署 (Trade and Industry Department) Compulsory Quarantine of Certain Persons Arriving at Hong Kong Regulation (Cap. 599C) - Additional Condition for Exempted Persons The Government announced on 11 November 2020 the introduction of "Return2hk – Travel Scheme for Hong Kong Residents returning from Guangdong Province or Macao without being subject to quarantine under the Compulsory Quarantine of Certain Persons Arriving at Hong Kong Regulation (Cap. 599C)" (Return2hk Scheme) with effect from Monday, 23 November 2020 2. To accord with the implementation of the Return2hk Scheme, and to further reduce the risk of cross-border transmission of the virus, with effect from Monday, 23 November 2020, each person exempted from the compulsory quarantine requirement upon arrival in Hong Kong by the Chief Secretary for Administration in accordance with section 4(1) of the Compulsory Quarantine of Certain Persons Arriving at Hong Kong Regulation (Cap. 599C) ("exempted person") must present the proof of a valid negative COVID-19 nucleic acid test result upon arrival in Hong Kong from the Mainland via land boundary control points. The sample should be taken from the same person on the day of arrival or within the three days before the day of arrival, in order to be exempted from the compulsory quarantine requirement upon entry into Hong Kong. 3. The exempted person can take a COVID-19 nucleic acid test at one of the recognised laboratories in Hong Kong. If the exempted person arrives Hong Kong from the Mainland via land boundary control points within the validity period of the test result, he/she is not required to take the nucleic acid test again. 4. If the exempted person returns to Hong Kong after the validity period of the test result, at the time of his/her arrival in Hong Kong via the land boundary control points, he/she must hold the proof of a valid negative COVID-19 nucleic acid test result conducted at one of the medical institutions mutually recognised by the Governments of Hong Kong and Guangdong. The sample should be taken from the same person within three days prior to, or on the day of his/her arrival in Hong Kong in order to be exempted from the compulsory quarantine requirement. Otherwise, the concerned person will be subject to the 14-day compulsory quarantine requirement upon his/her entry into Hong Kong. To expedite the clearance process, the exempted person is strongly advised to transmit the valid negative COVID-19 nucleic acid test result to the electronic health declaration system of the Department of Health through "Yuekang code", and fill in all other required information for completing the health declaration within 24 hours before setting off (best done before leaving the residence in the Guangdong Province) to shorten the time required for entry. 5.
