You can get the third one with Sonic, but it's tricky. Only way I've been able to reliably do it is to use the bubble bounce off the jellyfish thing at the second ring to backtrack. Weirdly, if you use Tails to fly up through the spiky area at 1:25 or so instead of raising the water level as normal, the water level instantly fills when you hit the next checkpoint.
