२०५२ फागुन १ गतेदेखि नेपाल कम्युनिष्ट पार्टी (माओवादी)ले शुरु गरेको जनयुद्धले छोटै अवधिमा स्थानीय स्तरमा आफ्नै जनसरकार घोषणा गर्दै जनसत्ता सञ्चालन गर्न थालिसकेको थियो। आफ्नै जनसेना, जनसरकार बनाएको माओवादीले तत्कालीन राज्यसत्ता सञ्चालन गरिररहेको सरकारलाई पुरानो सत्ता भन्ने गर्दथ्यो। गाउँ तहदेखि नै जनसरकार गठन गर्न थालेको माओवादीले २०५७ सालमा पहिलोपटक रुकुम जिल्ला जनसरकार घोषणा गरेको थियो। त्यसपछि क्रमशः देशका सबै जिल्लाहरुमा जिल्ला जनसरकार घोषणा गरेको थियो। सोही क्रममा तराईंको जिल्ला कपिलवस्तुमा २०६० सालमा जिल्ला जनसरकार घोषणा गरिएको थियो। सोही कार्यक्रमको सम्पादित भिडियो यहाँ प्रस्तुत गरिएको छ। भिडियो स्रोतः महान जनयुद्धका गौरवशाली आठ वर्षहरु बाट
