It's a drum melody that's intended to be a bit dodgy with defining the downbeat, with the snare drum never keeping to the traditional backbeat of 2 and 4, and the bell of the ride driving the eighth note upbeats. Additionally, the latter part of the bar sees the kick and snare alternating accents on the "e" and "a" all while the hi-hat keeps a solid straight eighth pulse.
