This groove is meant to feel like the snare drum is slowing down by quickly moving through the subdivisions of sextuplets, sixteenths, and what is essentially a displaced eighth-triplet that starts on the "a" of 2. The decrescendo of the snare makes it sound almost like an echo or delay, before coming back strong with the backbeat on 4.
