The JJRC H31 quadcopter is an incredibly easy drone with the most durable design I've ever seen. Buy the h31 here - https://amzn.to/2PXOXHv When I heard “waterproof quadcopter” I was hoping for a fully sealed drone that could float and fly. I quickly found out that the jjrc h31 could fly right after being fully submerged in water but it couldn’t float. Simply adding ping-pong balls to the 4 motors will allow it to float in water. Instead of making the frame and propellers ridged, they have a slight bend to them which allows the H31 to withstand some hard crashes.
