Damage situation within Mito city (Day of the earthquake) The Japanese text is followed by an English translation. Footage: Capture of the situation at Mito city, Ibaraki prefecture immediately after the earthquake. (Day of the earthquake, around 3 p.m.) Lockers had fallen, documents are scattered about and the fax machine lay on the floor belly-up, having been dragged down by collapsing racks at the press club in Ibaraki prefectural office. At about 3:15 p.m., an emergency operations center was set up and employees of the prefectural office worked hastily to collect further information Turning the camera to outside the government office building, most of the glass around the front entrance is destroyed, thick pieces of shattered glass piled mountain high. On the South Ave. adjacent to prefectural offices (Minami Odori = Prefectural road 50), all traffic lights have gone out due to power failure. At a restaurant ("Thomas Café" of Yonezawa town, Mito city) along the main road, most of the glass doors have been knocked down, and pieces of glass or tableware littered about the restaurant testified the tremendous shake the earthquake had brought about. Upon encircling the town, the capacity of the damage gradually becomes apparent through witnessing collapsed block walls and tiles peeling off the rooftops. Due to the power outage of traffic lights, roads have become congested throughout. The power has not recovered even after sunset and the town is enveloped in darkness. At past 9 p.m., on prefectural road 30 near Kairakuen (Japanese garden), cars are aligned bumper to bumper. At the foot of the overpass hanging over Jyoban line, a large crack has formed, creating a difference in level. It is a most dangerous circumstance for passing cars, as they barely make it through, only by slowing down and scratching their bottoms along the way.
