@Rare Bright Blue CN Locomotive

Back when Illinois Central was still around, their paint scheme was this: the top half of the side of the engine was white, the lower half of the side was orange, and the letters were black. But the IC engines that are still around are owned by CN and are completely black with white letters. So why was this one blue? I have no idea. I saw one of these last summer also, and there are other videos of them. It looks like there are at least 2 or 3 of these.
