On January 9, 1990, the Supreme Soviet of the Armenian SSR voted to include Nagorno-Karabakh in its budget and allowed its inhabitants to vote in Armenian elections, thus disregarding Soviet authority and Azerbaijani jurisdiction. This led to demonstrations which demanded the ousting of Azerbaijani communist officials and called for independence from the Soviet Union. Over the nigh from 19 to 20 January Soviet army advances inside the Baku to surrender the People's Frond and keep the Communist power in Azerbaijan. The state of emergency was declared effectively from the midnight. However due to the failure of TV broadcast caused by special military action in the central studio of national television, people were completely unaware of the situation in the city. Majority of the population found out about declared state of emergency only in the morning from radio and leaflets thrown from helicopters, when it was too late. The 26, 000 soviet troops using the weapons break through the barricades on the Airport roads and other roads led to the centre of the city. The soldiers drive the tanks over the barricaded of buses, cars and people, shooting over the civil buildings. Unarmed young men, age of 14-16, through themselves under the tanks to block their way. As a result of the military action, over the hundred people, majorly of Azerbaijani ethnic origin, were killed because of unjustified use of military force. Almost entire the population of Baku flooded to the streets on 22 January, to participate in burial ceremony of the victims. Victims were buried as national heroes who sacrificed their life for independence of their countries. 9 Января 1990 года Верховный Совет Армянской ССР единолично голосует за включение область Нагорный Карабахской области Азербайджана в свой бюджет, и жители региона в электоральные списки Армянской ССР. Указ противоречил советскому законодательству ущемлял суверенитет Азербайджана. Широкое недовольство вызванное среди населения Азербайджана этим указом выплеснулось в демонстрации с требованием отставки коммунистической власти и выхода из состава СССР. В ночь с 19 на 20 января 1990 года советская армия штурмовала Баку с целью разгрома Народного фронта и спасения власти Коммунистической партии в Азербайджане, руководствуясь указом о вводе в городе чрезвычайного положения, которое было объявлено начиная с полуночи. Однако из-за того, что телеэфир после диверсии армейских спецподразделений на телевизионной станции был отключен, жители города не знали, что происходит. Большинство бакинцев узнали о введении чрезвычайного положения только утром из объявления по радио и из листовок, разбрасываемых с вертолётов, когда было уже слишком поздно. Войска, численностью 26,000, применяя оружие, прорывают пикеты на Аэропортском шоссе, и других дорогах, ведущих в город.. Солдаты переезжали пикеты из автобусов, машин и людей, обстреливая жилые дома. Безоружные ребята 14-16 лет ложатся под бронетранспортёры чтобы преградить путь карательным отрядам. В результате силовой акции более сотни мирных жителей, в основном азербайджанцев, погибли из-за необоснованного и чрезмерного применения силы.
