El juego se ambienta en 1989, donde la Unión Soviética en vez de caer decide iniciar una Tercera Guerra Mundial. Su primer movimiento es invadir Europa, pero las fuerzas de la OTAN consiguen frenar el avance aunque con muchas dificultades.
