As a G Suite admin, you might have been using Org Unit based automated license assignment functionality in G Suite, however this does not work for G Suite Archive User licenses. You can leverage Google Apps Script to automatically assign G Suite Archive User SKU license to the members of a given org unit, so as soon as you put a user into given org unit, that user will be assigned an archive user license.
