Google provides an option to either create consumer account with @gmail.com accounts or with your corporate email address. Google consumer accounts created with corporate email addresses are called "unmanaged accounts" because even though they are created with your corp email id, you can't put any corporate policies on them. Some organizations do not want their users to be creating Google consumer accounts with their corporate email address, at least not without their permission.
