The Somali president Mohamed Siad Barre, and the Somali president of Djibouti, Ismail Omar Geele (Guelleh) are discussing Horn of Africa affairs, particularly Djibouti's independence. Ethiopia's president Mengistu Hailemariam comments as well. They are also discussing the border conflict between Somalia and Ethiopia.

Around minute 07:48 the video depicts President Siad Barre conversing with president Mengistu Hailemariam of Ethiopia and other government officials in Addis Ababa. The year is 1976, one year before Somalia's invasion of Ethiopia. Somalia's objective of the invasion was to free their fellow Somalis living under Ethiopian ocupation in the Western Somalia region, also called Ogaden. The Somali inhabited region was given to Ethiopia as a gift by the Brittish, because the Ethiopians were fighting with the Brittish against the Somalis. On the podium, you can see Major general (MG) Siad Barre standing next to Brigadier General Tafari Benti of Ethiopia. Tafari Benti was executed on the order of president Mengistu. He was also apart of the Derg regime, in fact, he was chairman of the military socialist government of Ethiopia i.e. the Derg.
