University police responded to a 911 call from a graduate student who was concerned about her neighbor, Kofi, a fellow PhD student from Ghana. According to her report, Kofi was having a mental breakdown and she could hear him yelling. Ninety minutes later, police forced their way into his apartment and shot him repeatedly, nearly killing him. The university tried to contain the story using non-disclosure agreements and financial settlements. However, not everyone agreed to remain silent. Those involved in the shooting, including the commanding police officer, recount their roles. The film invites the viewer to examine how this shooting could have been avoided.
