9th October 2011 - while on holiday in Japan, I went to Minato ward in Tokyo to see the Tokyo Tower, and found a festival being run in the area to the east of the tower (this was the weekend that leads into the "Health and Sports Day" public holiday on the Monday). As part of the celebrations, they had closed one side of Hibiya-Dori where it runs past the minato ward office building, which is the twin tower block you can see between the trees in the video, and a parade was being run along the northbound side of the road.
