According to this torah law: If a man takes a woman's virginity, he is obligated to make her his wife. But, her father utterly refuses, he still has to pay the dowry of virgins. This would most definitely discourage men from taken a woman's virginity without asking her father for her hand in marriage first. It would also discourage unrighteous men from defiling the daughters of the world. Only serious men who value a good woman would be willing to pay the dowry of virgins. This dowry of virgins is sometimes looked upon as selling your daughter for money. But this is without a doubt not the case at all.
