@found a 4lb weight on my last dive. how can this weight be sitting there on its own?

how does this weight end up in 20ft of water by itself? if a diver lost 4lbs at 20ft, exiting will be quite exciting. again, why did you leave it? $16 added to my collection. I'm up $80 of found equipment today!
