The Bible says that mankind is fully responsible for believing The Gospel and believing on Jesus Christ for salvation. Repentance of sin is necessary for salvation. Repentance of sin is necessary BEFORE salvation. True Christians can have an assurance of their salvation if they are not in willful sin. The gifts have NOT ceased, but groups like the NAR are still heretical. God can suspend or null free will to accomplish His purposes.
