According to Charlie Francis, “The calves will develop as a result of actual sprint training, bounding and hopping movements.” Why would he say that about the calves and not other leg muscles? And how did your mailman get such big calves? I do believe calf strength exercises have value. Lower intensity versions can be used to accumulate high time under tension.
