This NPC Hunter is a major pain to deal with solo, his repeating pistol can basically kill you with one shot if you haven't upgraded your max health AND he will at times toss Numbing Mist that prevents you from healing for a short while. But after several failed attempts, I FINALLY got the mad Hunter and finished Eileen the Crow's final quest. She will give you a mark that lets you buy the same outfit and weapon she uses, the outfit provides plenty of protection from Frenzy if you combine it with other outfit pieces.
