It is a global commitment that every child has the right to grow up in an environment where they feel safe and secure, have access to basic services and clean air and water, can play, learn and grow and where their voices are heard and matters, as stipulated in the Convention of the Rights of the Child (CRC). Thus, as the world, the Child Friendly Cities Initiative (CFCI) was launched in 1996 to respond the challenge of realizing the rights of children in an increasingly urbanized and decentralized world. The initiatives done by bringing together government and all related stakeholders to create safe, inclusive and child-responsive cities and communities. Indonesia is committed to the implementation of CRC by signing the document followed by its ratification through Presidential Decree Number 36 of 1990. Indonesia is also committed in supporting global movement to create World Fit for Children through the development of Child Friendly City/District (CFC) conducted during the regional autonomy era. CFC is a development system based on children rights fulfillment and protection which is also a response to a number of child-related regulations and laws including, among others, Law on Child Protection (2002), Law on the Elimination of Domestic Violence (2004), Law on the Elimination of Human Trafficking (2007), Law on Anti pornography (2008), Law on National Education System (2003), Law on Health (2009), Law on Regional Government (2002 and 2014), etc. It is a holistic development system to answer various child development challenges. To date, 435 districts/cities have initiated programs towards Child Friendly City/District which revitalized in 2010. However the pilot program began in 2006, among others in Surakarta city whose then the Mayor is the current President of Indonesia. Heads of regions with significant performance in child rights fulfillment and protection are presented with an award on the National Children’s Day annually. In 2019, 247 districts/cities received the CFC awards. The awards are categorized into five different classifications. The success of Child Friendly City/District depends heavily on the commitment, cooperation and support of all stakeholders, particularly regional leaders, community, private sectors, media, parents and family in the region. A number of measures to ensure the fulfillment of child rights and protection for them against violence, discrimination and exploitation have been taken under the coordination of governors (at provincial level), as well as head of district and mayor at district/city level. This is crucial as children are our investment for future human resources. The activity of sharing best practices on the implementation of CFC is designed to share Indonesia’s experience with participants from various partner countries on Indonesia’s child- related national policies and programs as well as challenges on ensuring that the fulfilment of child rights are incorporated into all development stages.
