Residents offering food, cooked rice in this case, to monks from nearby Buddhist temples is a long held tradition in certain Buddhist countries. This practice called alms giving, as a good deed, is supposed to bring donors good karma. Alms giving used to be practiced widely but nowadays it has been replaced by cash donations. This video was shot by a Laurus Travel tour leader in Luang Prabang near the hotel where he and his his group stayed.
