A great Webster Tarpley video on the oligarchic policy for the imposition of underdevelopment and backwardness on the Developing Countries, so as to allow for the neocolonial takeover of resources and territories – and also to prevent the rise of any new economic powers that could go their own ways, and be independent from the great banking and oligarchic houses. Imagine, for instance, the horror these people felt in the 1970s, when they found out about Reza Palevi’s designs to create a Southern Hemisphere framework of mutual cooperation for economic development, meant to develop and modernize countries and make them independent from both the West and the Communist world. Once Palevi tried to get things going in that direction, and as a part of that started trying to modernize Iran, he was quickly forced out of power through the British Establishment-sponsored 1978/9 'people power coup' of the mullahs, the fanonist left, factions of the army and of the political police, the Savak. The goal, from the oligarchic point of view, is to keep the Developing World as underdeveloped, conflicted, and open for exploitation as possible, while mitigating the social fallout by means of fascist policies of coercive population control, including mass abortion and mass sterilization. The main guidelines for this were developed by the inevitable institutions of strategic studies and international affairs emanating from the old aristocratic and mercantile centers of Europe, such as the City of London, Geneva, Paris, Frankfurt or Basel. The United States, being the world power, were (as always) coopted and exploited into this loop through their own oligarchic networks. This is where you get this policy line being codified for purposes of U.S. foreign policy, first with Kissinger's infamous “National Security Study Memorandum 200” (NSSM200), then with various New York financier foundations’ run reports such as the “1980s Project”, and finally with the State Department’s “Global 2000” and “Global Futures”. From here also emerges the distortion of the IMF and the World Bank, from the 1970s onward, into institutions for Third World debt exploitation. The key concepts here are, get them rolling over on the debt, sink them under compounding debt, then institute shock doctrine and enact debt conditionalities to force them into the privatization of national territories and natural resources, and into policies of population control. While you're at it, you're also creating intense poverty and emiseration, and death tolls than yearly climb up to the millions, and on aggregate compound up to the level of genocide.
