Placentia Homeless encampment under the 57th freeways underpass has grown, while waiting for a navigation shelter to be open the beginning of 2020, people there have been begging for portable toilets since the last council meeting, the council heard me but weren't listening, even with them knowing that the UN General Assembly resolution 64/292 of 2010 explicitly recognized that water and proper sanitation is an essential to human rights, the US has failed our homeless population of those rights.
