Cetearyl alcohol and cetyl alcohol are fatty alcohols. They differ from ethanol and other solvent alcohols in that they are far less volatile. Cetearyl alcohol and cetyl alcohol can be in products that a deemed "alcohol free", and this is approved by the FDA. Cetearyl alcohol and cetyl alcohol are emulsifiers. They have lipophilic tails that are fat soluble, and they still have the hydroxyl group that can form hydrogen bonds with water. Therefore, they help bind water soluble and lipid (fat) soluble compounds. Cetearyl alcohol and cetyl alcohol have been shown to be non-toxic and non-mutagenic.
