Tim Witherspoon, a 25-year-old former South Philadelphia High School football player who went into boxing to work out his anger and frustrations on a heavy bag, tonight came close to one of the great upsets in the sport. Larry Holmes, who predicted he would knock out the 11-2 underdog, ''who wasn't qualified to be in the same ring with me,'' needed the votes of two judges, Chuck Hassett of California and Chuck Minker of Nevada, to retain his World Boxing Council heavyweight title after the 12-round bout.
