The man (who refuses to reveal his name) wants Niko to find out about a person called Oleg Minkov, who lives in Iroquois back in Hove Beach. Go to Oleg's apartment and find out anything you can about him. When Niko arrives the apartment is empty, so he kicks the door down and calls the friend from U.L. Paper. He tells you to check Oleg's emails and call back with any information that would indicate his current whereabouts. Access Oleg's emails and click on the latest email from "Vasily". It talks about a meeting at a jewelry shop on Tulsa Street. Niko calls back and the man tells him to kill Oleg at the jewelry store. Get a car and stop at the yellow marker at the destination. Oleg attempts to escape, so chases him down and kills him. When you reach Little Italy in Algonquin, Oleg will take a route that becomes blocked by construction material, so quickly reverse out of there and find a different route.
