During the Greensboro sit-ins, Gilbert Burnett was interning in the 5th Judicial District where similar protests occurred. He saw that judges in the south were overreacting and throwing kids in jail. He decided there needed to be an alternative to fines or jail time in the court system. In 1970, when he became District Court Judge, he and his team of probation officers set out to develop what would become The Community Service Works Program that has now spread nationwide.
