Calves are one of those muscles that are just hard for a lot of people to develop in general. Tho I’ve never had an issue previously , I do now. Since my injury I have not made much effort to train calves because I am still very limited in my range of motion , but here are some exercise you can try. I usually do the exercises for 60 seconds x 3-4 sets.
