Neviutz's video: Persona 5 - Highest Possible Damage in the Game

Turns out it's not capped at 99,999 but instead has some weird multiplier cap or something. It's not important enough for me to figure out what causes it but all I can say is that there has to be some sort of "Cap" which appears to be this area of damage ranges from 96999 to 104998 given the fact that the exact same damage ranges are achieved on both, Easy as well as Safety difficulty, which mathematically shouldn't be possible unless there's some sort of interference in form of a cap. TL;DR This seems to be the most possible damage you can deal in the game. Despite Hassou Tobi (and maybe Shining Arrows) technically resulting in a higher total damage, both abilities would overkill after the first hit and all remaining hits would simply fizzle out, therefore resulting in a lower damage number. The setup: 99 Strength Persona Tarukaja, Rakunda/Debilitate, Charge, Provoke, Downed bonus, Baton Pass bonus Snipe/Cripple boosted One-Shot-Kill (Critical)
