Mr. Burns serves as the main antagonist of the game by forcing people to ride his Nuclear Transit buses, which the player must stop by picking up passengers and dropping them off, but he also appears at the start of each level with Smithers to provide a snarky comment. Oddly enough, his Limo is an unlockable vehicle via a cheat code, but Burns himself is absent while Smithers drives it alone without any dialogue.
