They say they want to build their stocks higher than they were at the start of the war. The plan is to “outproduce the Russians all by ourselves” and to make sure that the US is able to give Ukraine what it needs. This is part of a larger goal of restocking US inventories so it can continue to aid Ukraine while also replenishing its own stock at the same time.
