Tokyo Kaikan, Tokyo 27 September 2011 President Benigno S. Aquino III highlighted four priority Public-Private Partnership projects that are already in the bidding process during a roundtable meeting with the Japan-Philippine Economic Cooperation Committee (JPECC) officials and members. In a question and answer forum, President Aquino said that first of the four PPP projects, called "Daang-Hari SLEX Road," is to be awarded by December and the target completion date of the road project is on 2013. Second is the establishment of a vaccine factory under the office of the Department of Health. In the next two weeks, the government intends to bid out 10,000 of school classrooms under the four PPP priority projects. The fourth is called the North Luzon Expressway Connector, a necessary infrastructure to connect both expressways to various manufacturing sites both in the North and in the South.
