This is a Level 209 high-dex Hero (me) versus the final boss of the Black Heaven storyline - Easy Lotus. First attempt for the player. You'll face him during Chapter 6. Black Heaven is one of the blockbusters in MapleStory that uses the newer style of gameplay that matches more with traditional RPG. Unlike most content in the game, Lotus scales with the level of the player (hence why this Easy Lotus probably has a different amount of HP than yours, unless you're Level 209 as well).
