UPDATE ON LRT-1 CAVITE EXTENSION: https://youtu.be/tuORTX8lByE As the country grapples the effects of the coronavirus disease, the government wants the momentum of its project unhampered. The Inter-Agency Task Force for the Management of Emerging Infectious Diseases has allowed the resumption of limited work in 13 rail projects amidst the imposition of enhanced community quarantine in the different areas of the country. Aside from continuation of the construction of the LRT-1 Cavite extension, the Department of Transportation said other projects that will resume limited works are MRT-3 rehabilitation, LRT-2 East Extension, LRT-2 West Extension, LRT-2 Fire Restoration, MRT-7, Metro Manila Subway, MRT-LRT Common Station in North Avenue in Quezon City, Philippine National Railways Clark 1, PNR Clark 2 and Calamba, Subic-Clark Railway, PNR Bicol, and the Mindanao Railway. The Metro Rail Transit Line 7 or is almost 60% complete. The civil works of the underground or depressed, at grade, and elevated guideway of the rail line are in various stages of construction, while the civil works of the nine stations are at full blast. Moreover, for the rolling stock and electrical and mechanical works, 108 cars have already been completed, while the installation of track works are underway. This 62.7-billion peso project will soon connect San Jose Del Monte in Bulacan to the existing train system in North Avenue, Quezon City, via a 23 kilometer elevated railway. There will be 14 stations in total, and the Department of Transportation says that the construction of nine of these stations is now in full swing. Once operational, the new train line is expected to ferry anywhere between 300,000 to 850,000 passengers daily. It will be connected to the existing LRT-1 and MRT-3 lines, along with the Metro Manila Subway that is also currently under construction, through a common station. Travel time between Bulacan and Quezon City is expected to be reduced to 34 minutes through the MRT-7. Conglomerate San Miguel Corporation of tycoon Ramon Ang is the winning bidder of the project through a Public Private Partnership scheme. The project has faced hurdles despite having finished more than half of it. Last year, Century Communities Corporation refused to sell a lot where the depot is to be built despite being offered with 3,600 pesos purchase price per square meter. The Department of Transportation and San Miguel Rail Transit 7, in coordination with the Office of the Solicitor General, filed an expropriation case on November 15, 2019, for which the court ruled through a writ of possession in favor of the Department of Transportation. A writ of possession is a writ of execution employed to enforce a judgment to recover the possession of land. It commands the sheriff to enter the land and give its possession to the party entitled under the judgment. Early this year, the Quezon City government issued a cease and desist order against the MRT-7 project for allegedly encroaching the Quezon Memorial Circle. The city government ordered the suspension of the project after environmentalists and historians said “it would affect the landmark’s identity as a national heritage park.” In late February, City Mayor Joy Belmonte lifted its halt order on the above-ground construction of MRT-7 Quezon Memorial Circle station, after thrashing out a solution with the project proponents and various stakeholders. San Miguel Corporation President and COO Ramon Ang earlier said it considered Belmonte’s concerns and clarified that most of the work at the Quezon Memorial Circle is still underground, and no major above-ground structure has been built.
