He staunchly opposed the 15th Amendment to the Constitution (‘Shariat Bill’) during the Prime Minister ship of Nawaz Sharif. He resigned from membership of the National Assembly as a mark of protest against the 15th Amendment, saying that if passed in its original form, it would negate Quaid-i-Azam Muhammad Ali Jinnah’s pluralistic and progressive vision of Pakistan. He left the foreign office to join the Movement for the Restoration of Democracy in 1981 and was subsequently arrested. He won a seat in Pakistan's National Assembly as member from NA-142 (Kasur-V) in 1993 and later in 1997 and served on the Parliamentary Standing Committee on Foreign Relations. He left PML after the 1999 coup d'état and joined the military backed regime to become the Minister of Foreign Affairs in 2002 and remained until 2007. He joined the Pakistan Movement of Justice (PTI) in 2012 and unsuccessfully ran for National Assembly in 2013.
