Like first removing the low CTR terms, then low conversion terms, then low-quality score terms, and irrelevant ones? There's no fixed protocol, but we have a general idea of what to include. Certainly, irrelevant terms should be excluded. For example, if you're selling iPhones and Google is showing your ads to Samsung users, then you should exclude every Samsung-related term. However, you might also be bidding on Samsung's keywords to attract Samsung users to buy iPhones. Therefore, it depends on your campaign strategy and account structure. Low CTRs and low conversion terms can also be excluded if they are expensive or non-converting. Usually, such terms come under the category of irrelevant ones. Should competitor-related search terms be included as negative? Again, it depends on your goals. If you only want to bid on iPhone-related terms and not on Samsung-related terms because you sell iPhones, then exclude everything related to Samsung.
