@Potential Illegal Search Stopped by Camera?

March 30th 2019, Las Cruces Police Department arrived at a call about a man exposing himself to women as they passed the public restrooms. I arrived after police and this is what I saw. I actually didn't notice the purse incident until after I reviewed the footage at home. I did think it was odd that they just let the guy go so quickly after I arrived. Almost like they wanted no part of it anymore.
