The lines are on the deck, and when the ship (or bark, or whatever square-rigger we're talking about) the strain on these lines is quite heavy, and when they need to be 'snugged up' require a large single pull. This makes a case that this particular one could have been used at Tacks and Sheets. This makes the lyric consistent with the work done under sail that the other lyrics talk about.
