If you don't have any by this point, just play lost city before frostbite caves and keep saving up. Honestly, I don't have much else to say other than this. Popcap/EA should've given this plant out for free, and considering that the game literally includes levels in this world with pre-selected plants that include fire pea, it just feels like a scummy money-grab. So anyways, the actual world. Plan your defenses around the shifting ice tiles and cold. Place your fire plants like umbrella leaves like in roof in the original PVZ, in the middle of a 3x3 surrounded by other plants. Spam your Rotobagas aggressively near the front in the Zombot fight, plant your Threepeaters in the middle 3 rows, and it shouldn't be too much trouble.
