Because Udgatha is Praana, without any attachment to Vishaya and is akin to Shiva himself. He is the Angirasa , who have attained the Bhaava of samaneethi ( equal law) and his walth is swara. Being sarvajna he knows he is even in an ant and thus gives Mangalam to entire cosmos. He has attained Brahman and there is nothing more to desire.
