Some have suggested that prior tax policies like the Bush tax cuts and Tax Cuts and Jobs Act have contributed to the current debt crisis, and that returning to Clinton-era policies would close the deficit. However, our modeling finds that doing so would be regressive and harmful to the economy, which only makes the job of reducing the debt more difficult. ๐—ฌ๐—ฒ๐˜€, ๐˜€๐˜๐—ฟ๐—ฒ๐—ฎ๐—บ๐—น๐—ถ๐—ป๐—ฒ ๐˜๐—ต๐—ฒ ๐˜๐—ฎ๐˜… ๐—ฐ๐—ผ๐—ฑ๐—ฒ: Reevaluating the more than 200 tax expenditures in the federal budget would be more effective than rate increases in altering the debt curve. ๐—•๐˜‚๐˜ ๐—ธ๐—ฒ๐—ฒ๐—ฝ ๐—ถ๐—ป ๐—บ๐—ถ๐—ป๐—ฑ: Successful fiscal adjustments primarily cut spending and modestly increase taxes. International experience cautions against tax-based fiscal consolidations, but modest tax increases may be part of a successful debt reduction package. ๐—ก๐—ผ๐˜ ๐—ฎ๐—น๐—น ๐˜๐—ฎ๐˜…๐—ฒ๐˜€ ๐—ฎ๐—ฟ๐—ฒ ๐—ฐ๐—ฟ๐—ฒ๐—ฎ๐˜๐—ฒ๐—ฑ ๐—ฒ๐—พ๐˜‚๐—ฎ๐—น: Not all taxes have the same effect on economic growth and, thus, will have varying impacts on bending the cost curve of the national debt, as our new modeling illustrates. ๐—ง๐—ฎ๐˜… ๐—ผ๐—ฝ๐˜๐—ถ๐—ผ๐—ป๐˜€ ๐—ผ๐—ป ๐˜๐—ต๐—ฒ ๐˜๐—ฎ๐—ฏ๐—น๐—ฒ: โ€ข Bidenโ€™s budget plan depends entirely on net revenue increases from raising economically damaging taxesโ€”an approach inconsistent with successful efforts to reduce debt. โ€ข In contrast, our revenue-neutral plan proposes a simplified tax code with base broadeners to help offset the costs of the reforms, including eliminating most tax expenditures. ๐—•๐—ฒ๐—ป๐—ฑ๐—ถ๐—ป๐—ด ๐˜๐—ต๐—ฒ ๐—ฐ๐—ผ๐˜€๐˜ ๐—ฐ๐˜‚๐—ฟ๐˜ƒ๐—ฒ ๐—ผ๐—ณ ๐—ฑ๐—ฒ๐—ฏ๐˜: A better-designed tax system should be a goal of any fiscal consolidation package. That said, our simulations suggest that even substantially higher tax increases are insufficient to curtail long-run debt-to-GDP growth.
