Gurgen Margaryan was a lieutenant in the Armenian army who was murdered in Budapest, Hungary, on February 19, 2004 by Ramil Safarov, a lieutenant in the Azerbaijani army. Extradited to Azerbaijan in 2012, Safarov was pardoned by President Ilham Aliyev, promoted to the rank of major and given a new apartment and money by the Azerbaijani Defence Ministry. The Safarov case serves as a warning to the world that they should never underestimate the insularity of dictatorships one of which is Azerbaijan. Dictators always struggle to shield citizens from foreign influence. This desire to block out the outside world stems from paranoia that plays out in domestic politics — politics that strengthen pride by encouraging enmity. Recently Armenia has referred the European Court ruling in Gurgen Margayan murder case to the Grand Chamber.
