This can be attained by purchasing the Hot Wheel Expansion and reaching the 'Hot Wheels Legend Rank' (X Class) in the Hot Wheels Academy. You'll then have to PASS the Challenge called 'Fresh Orange Routes', where you have to drive every road in the Expansion. This will take a few hours to reach and then you'll get the car.
