One of the factors to consider when looking at a dog daycare, is how many dogs each handler is responsible for managing. Some states have legislation that mandate a specific dog to handler ratio in dog daycare. Most states do not. Even in states where there are requirements for dog daycare, those things are notoriously difficult to enforce. And most facilities break the rules by using loopholes.
