The best value paint out there is an acrylic alkyd. As far as durability, range of use and value go its top of the pyramid. Rustoleum, ACE rust stop, Valspar industrial enamel and rust armor, Majic implement paint and Axalta (Nason?) all fall under the Alkyd umbrella. These typically are treated as a 1K paint or single component coatings. They can easily be modified to a 2k (two component) paint using an activator (hardener, catalyst).
